[ARCHIVED] Country Club Road Improvements

UPDATES:

November 22, 2022

Weaver-Bailey is continuing to make progress on Country Club Road pouring throats and tops on stormwater inlets and forming sidewalks with ADA ramps.  Curb and gutter now exists to approximately Sherwood Avenue.  Driveway aprons have been installed as far as South Fairway Avenue.  Dirt has been spread and sod has replaced bare soil.  This week the rock for the sub base is being graded and rolled in preparation for asphalt in the days following Thanksgiving. Stormwater piping and inlet boxes are being installed on the final section, from Sherwood Avenue to North Hills Boulevard.  The city also thanks Weaver Bailey in keeping the construction area clear for voters on election day.  This will also be the case for the runoff election December 6, 2022.

Sales Tax Bond Issue – Traffic Update

Weaver-Bailey has received a delivery of the delayed Reinforced Concrete Pipe (RCP) (Stormwater Pipe) and have resumed installation.  This however, required the relocation of the temporary traffic signal on Country Club Road closer to the North Hills Boulevard intersection.  This has caused a significant amount of congestion, allowing only six or seven vehicles turning off North Hills Boulevard onto Country Club Road at one time.

It is asked that drivers avoid the area for the next two weeks.

 Alternate routes from Highway 107:

Club Road to Club Lane, Windchime Avenue to Pembroke Drive to Coolhurst Avenue, North Claremont Avenue.

Highway 107, North Hills Boulevard to Seminole Trail, to South Fairway Avenue.

Weaver-Bailey crews are taking advantage of the extremely dry conditions.  While the drought is harsh on lawns and landscaping, it makes for excellent road building conditions.  Noticeable progress has been achieved throughout the project.  Curb/gutter has now been installed from Beaconsfield to the intersection of Devon Avenue.  A separate crew is forming stormwater inlet box tops, having progressed to approximately Verona Avenue.  Driveway aprons are being formed with concrete to soon follow.  Excavation, compacting of soil and wooden forms are making progress toward American with Disabilities (ADA) sidewalks and ramps.  Soil stabilization with corresponding “roll tests” took place from Glenora Avenue to Sherwood Avenue and SB-2 rock now forms the road base.  The supply chain delay involving stormwater reinforced concrete pipe (RCP) continues.  The company supplying the RCP is anticipating delivery soon, no date given.  Concrete ditch paving has started at N. Beverly Avenue.  Sod has been applied to bare ground from Beaconsfield Road to past Claremont Avenue. The newly installed traffic signal with pedestrian crossing lights at Verona Avenue is close to complete, with power and control wiring being connected. Use of a water truck is keeping the sod green during this dry spell.

North Beverly Ditch Paving

Progress

Sept. 13, 2022

Weaver-Bailey continues to make significant progress. Curb/gutter has now been installed from Beaconsfield to the intersection of Glenora Ave. Another crew is prepping and forming driveways aprons and excavating in anticipation of sidewalks. Road crews are currently removing the existing roadway from Delmont Ave. to Sherwood Ave. to conduct soil stabilization and install SB-2 rock forming up the rock subgrade. There is a delay in the installation of the stormwater drainage, in that the company supplying the reinforced concrete pipe is having supply chain issues. Even with this interruption Weaver-Bailey is not expecting to delay in the project.

Image of Wet Concrete Driveway Apron

Country Club Road construction continues throughout the length of the project. Starting at Beaconsfield, concrete driveway aprons are being poured. Throats to inlet boxes are also being constructed.  While an inconvenience, once the driveway apron is poured, the concrete needs several days to cure (dry) to the point vehicular traffic can cross without causing damage. Homeowners are asked to park in the street during this time. Gravel has been placed on the street to help bridge over the curb.

LEG Enterprises, Inc. is completing the installation of the new traffic and pedestrian signals at Country Club Road and Verona Avenue.

Weaver-Bailey crews have removed the rusted metal storm drain pipes and have filled and compacted SB-2 gravel in its place. Constructed the headwalls at the termination of the 54” Reinforced Concrete Pipe and will soon pour the ditch paving, finishing the ditch. Work has resumed on the south end of Country Club Road. A temporary traffic light is being utilized to allow traffic through the area of Delmont Avenue to Oakhill Place, which has one traffic lane. The other lane allows for the placement of storm drain piping. This is again a slow process due to the amount of rock that has to be hammered out of the area.

ATTN: Country Club Road between Oakhill Place and Glenora Avenue has been reduced to one-lane traffic. Drivers, please be aware that a traffic light (STOP LIGHT) has been installed. This traffic light, although temporary during construction, should be treated the same as other traffic lights.  Sherwood Police Department will treat VIOLATIONS of this light with a traffic citation.

The contractor is advising that this light will be in service for the next three months, while drainage pipe is placed in the ground.

Also, be aware that Oakhill Place is a dead end street.  The speed limit on Oakhill Place is 25 MPH.

Image of road construction from North Beverly toward Country Club

Progress on Country Club Road continues to be revealed on a daily basis.  Starting at Beaconsfield, curb and gutter has been completed to North Devon Avenue.  Gravel has been placed on the street to help bridge over the curb. Weaver-Bailey crews have added throats to numerous stormwater inlet boxes and also finished bedding the 54” drainage pipe in gravel and anticipate re-opening Beverly Avenue to LOCAL traffic by the end of the week.  The intersection of South Fairway and Country Club (a location where buried cables and pipelines converge and can be found) is also scheduled to be reopened to LOCAL traffic.  Once Summit Utilities completes pipeline installation on the north side of Country Club, Weaver-Bailey crews will resume placement of new drainage to end of the project limits.  Please be aware streets that cross Country Club are subject to closure to allow crews to complete their tasks.

Significant work has been completed on Country Club Road due to the favorable weather conditions. Central Arkansas Water has completed the relocation (lowering) of the water line on Beverly Avenue.  The double barrel 54” underground drainage pipes that cross Beverly Avenue are now complete.  The failing wastewater manhole structure has now been replaced with a prefab unit that should eliminate this known trouble spot. This additional item was added to the project but is NOT paid for with the 2018 bond issue money, it will be paid out of the Waste Water Budget.

The existing roadway has been removed and soil stabilization has been completed.  The curb/gutter is currently being laid from Beaconsfield Road to Verona Circle.  Stormwater piping and junction boxes have been installed to Delmont Avenue.  The poles for new traffic signals at Verona Avenue are being installed.

Summit Utilities is progressing with their gas pipe installation from Sherwood Avenue to North Hills Boulevard. When this activity is complete, Weaver-Bailey crews will continue the road improvements in this area.

June 20, 2022

Stormwater drainage pipes have been installed from Claremont Avenue to Delmont Avenue. Crossings for drainage pipes have been installed at Glenora Avenue and Beverly Avenue.  Special junction boxes and a piping change were engineered at South Fairway due to a conflict with existing utilities. Once the water line at North Beverly is completed, a Sherwood Waste Water manhole will be replaced, and the stormwater drainage will terminate into an improved drainage pattern.

Work has begun between Claremont Avenue and Beaconsfield, consisting of removing the existing roadway, soil stabilization work, and a new gravel base is being constructed.  This activity is continuing this week between Claremont Avenue and Verona Circle.  Summit Utilities are continuing gas line improvement from Oakhill Place to North Hills Boulevard.

April 8, 2022

The contractor for this project (Weaver Bailey) has called for a road closure for Country Club.

Starting today it will be necessary to close the road between S. Fairway Ave. and Beverly Ave. Crews will be pouring cement boxes connecting the large underground drainage pipes that cross Country Club Road and Beverly Ave. The roadway will be reduced to approximately one lane in this area, and will also be clogged with concrete trucks and earth moving equipment.

** This closure is for through traffic. Residents who live in this area will still be able to access their driveways. **

All other traffic is encouraged to find alternate routes such as Wildwood Ave., Club Road, Windchime Ave. to Coolhurst Road.

This will allow crews to work Quickly and SAFELY!

This condition is expected to last until Friday, April 15, 2022.

Oct. 7, 2021:

Starting Friday morning NLS will be paving Country Club from North Hills Blvd. to around Glenora Ave. Country Club Road will be reduced to one lane starting at 7 a.m. and lasting for most of the day. If at all possible, save yourself some frustration and avoid the area while crews work to smooth and fill the pot holes.

Additionally, the new 8" main on the first half of the project starting from North Hills Blvd. has been installed and is currently being tested until at least Monday afternoon. There will be eleven sample points running water as part of the testing. The water will be routed as best as the contractors can to optimize drainage.

Sept. 30, 2021:

Above is a current map of the construction along Country Club Road. The Work Area between Delmont Ave. & S. Fairway Ave. is pressure testing on the water line; the Work Area between Verona Cir. & S. Claremont Ave. is installing the new water line. The contractor (NLS) told us that the part of Country Club Road at the intersection of Devon Ave. is gravel, and motorists need to be careful driving in this area. Parents of Sherwood Elementary students need to continue to use the route posted on Sept. 29 below.

Sept. 29, 2021:

Image of Country Club Road Detour As of 09.29.2021

The NLS construction crew working for Central Arkansas Water to replace the water main on Country Club Road is approaching the Verona Ave. intersection. The construction will severely impact the traffic pattern on Verona Ave. As we communicated a couple of weeks ago, for parents who drop off their students in front of the school, the one-way signs on Verona Ave. will be covered, thus making Verona Ave. a TWO-WAY street. A barricade will be placed at 208 Verona Ave. If you see this barricade, turn around. The barricade means that the road is closed to thru traffic and that Country Club Road is blocked.

Parents who usually arrive at the school via Wildwood Ave. should detour south to Coulter Road and then turn north onto Verona Ave. This will minimize stopped traffic on Wildwood Ave.

NLS will work as fast and as safely as possible to clear the intersection, but the speed depends on weather and ground conditions.

Sept. 23, 2021:

The map below shows work areas and detours on Country Club Road from Delmont Ave. to S. Fairway Ave. where Central Arkansas Water is testing the pressure of the new line and between Devon Ave. and Verona Ave. where the contractor is laying a new line.

Sherwood_Elementary_School_Detour

Sherwood Elementary parents that drop students off in the morning and also pick-up their students after school: Due to the construction on Country Club Road, the following changes need to be made during the time Devon Ave. (behind the school) and Verona Ave. (in front of the school) are affected.

1.    Starting this afternoon, after school, the one-way signs on Devon Ave. will be covered, making Devon Ave. a two-way street. Parents signing in or out Pre-K students will have to utilize the small parking area behind the school, and exit the parking area returning to WILDWOOD AVE. This will continue until the work crew clears the intersection of Devon Ave. and Country Club Road.

2.    When the crew approaches Verona Ave., parents signing in or out Pre-K students will have returned to their normal traffic routine.

3.    For parents that drop off their students in front of the school, one-way signs on Verona Ave. will be covered, thus making Verona a two-way street. After dropping off your student, exit the school via Wildwood Ave. Parents that normally arrive at school via Wildwood Ave. are asked to detour SOUTH to Coulter Road, then turn NORTH onto Verona Ave., thus minimizing STOPPED traffic on Wildwood Ave.

Aug. 26, 2021:

An updated map for the Country Club Road project details the ongoing work area between S. Fairway Ave. and Beverly Ave. and the detour routes between Country Club Road and Wildwood Ave. Please note that no thru traffic is allowed on N. Fairway Ave. and N. Beverly Ave. Additionally, Verona Ave. (not pictured) will continue to be a one-way road during Sherwood Elementary drop-off and pick-up times, which are 7-7:45 a.m. and 2:15-3 p.m.
